Obamacare and American literacy (UPDATE)

Throughout the years, there have been many educational polls ranking America far below average. The polls always report that the American educational system is poor in relationship to other civilized countries. America is never in the top ten for overall literacy.

Why would the Obama administration expect American citizens to be sophisticated enough to read and maneuver through a maze of internet pages to sign up for health care?  What are people with low reading skills, low comprehension skills, dyslexia  and the like expected to do? There were no drills or pre-exercises teaching us what to expect or what to do.
